Someone transporting without proper authority could find themselves not getting paid at delivery.  That could be based on the issue that operating without legal authority, you're not legally able to enter in to a contract to transport interstate for hire.  Therefore if you don't have an enforceable contract, they wouldn't necessarily have a legal obligation to pay you.  Maybe they'll just call the local boys in blue and say you have no right to possess their property.  If you take off with their property they might simply report it stolen.
